Prepare a new svgtypes release with kurbo 0.13.
This causes an MSRV bump from 1.82 to 1.85, but isn't otherwise breaking. As this is a relatively small bump (and we never pubished a resvg version with 0.16.0 anyway) I suggest we publish this as a patch release.

I believe our policy is to not consider MSRV bumps as breaking anyway, no?

Correct, but we did anyway last time because the jump was so big.

Doesn't really make any difference, but I suppose we might as well.
