This PR introduces code coverage collection for CI.
Reports will be available as GitHub Action artifacts and accessible via a GCS bucket.
NOTE: To facilitate code review,
ci.ymlhas been temporarily modified to demonstrate the nightly coverage job workflow and provide a clear diff. These changes toci.ymlmust be reverted before merging.
