Adding makefile and subrepo

This P.R:

• Adds a Makefile for:
  • installing/uninstalling hashcat 6.1.1,
  • running tests without moving tests into /usr/local/share/hashcat
  • creating symlinks for running gocat
  • subrepo checkout and update
  • set user permissions on hashcat lib directory
• Add a hashcat subrepo reference for v6.1.1 version
• Updates README.md using new Makefile
• Updates .gitignore
