I've done some testing and everything that previously worked in the API seems to be working.
I have access to more questions via the STACK library now, though, and the bad news is that the include block has never worked. I suggest we leave it for now and I fix it at a later date. Anyone using the API can build a new image from DEV if they really need the fix before our next release. The include block also works fine in the STACK library within Moodle.
