Add Missing NDEX Dependencies

This PR is responsible for entering the missing NDEX Dependencies on SC4Pac.

The only problem is the NDEX & Associates Dependency Compilation file where there is the neutral description issue but the description is just the mod names and links of the mods on STEX.

Looking closer at the contents of this PR, is there anything that depends on these mega packs at all yet? I'm concerned about the fact that these packs are expected to be updated in the near future and that the models are duplicated on the STEX which might end up on sc4pac as well. So unless all the STEX entries get updated to use these dependencies instead, the models would end up duplicated in a users plugins folder. Therefore, I think I'm going to hold off on merging these changes until there's a need for these packages and it's clearer how best to proceed.

In order to bring SC4D LEX Legacy - Cerulean RCI and CAM Compilation to SC4Pac, the NDEX N747 Palm Props Vol01 dependency must be loaded onto SC4Pac.

In order to bring Foo Relots - Superstar Buildings content into SC4Pac, there is a need for the NDEX SuperStar Dependency Pack to be loaded into SC4Pac.
