Add GitHub PR Bot Commands page to documentation

Fixes #3938

Add a new page "GitHub PR Bot Commands" to the Azure TRE documentation.

• Create docs/tre-developers/github-pr-bot-commands.md with content from maintainers.md related to GitHub PR bot commands.
• Update mkdocs.yml to include a reference to the new 'GitHub PR Bot Commands' page under the 'Contributing to AzureTRE' section.
• Update maintainers.md to link to the new page in the docs.
