[sdk_v2] migrate sdk_v2 and build pipelines to public gh

Changes made for public sdk_v2

1. C:\foundry-local\Foundry-Local\sdk_v2\cs\test\FoundryLocal.Tests\FoundryLocalManagerTest.cs

   • removed comment about implementing test-data-shared feature since we already did, no longer need to intercept and mock get_model_list command

2. C:\foundry-local\Foundry-Local\sdk_v2\cs\test\FoundryLocal.Tests\LOCAL_MODEL_TESTING.md

   • changed docs to not expose test-data-shared instructions and just asks user to set TestModelCacheDirName to their model cache

3. C:\foundry-local\Foundry-Local\sdk_v2\cs\test\FoundryLocal.Tests\Utils.cs

   • removed CachePath and Web.ExternalUri config vars

4. C:\foundry-local\Foundry-Local\sdk_v2\js\test\README.md

   • adjusted js sdk to remove test-data-shared instructions and just asks user to set ModelCacheDir to their model cache

5. Removed esrp signing from public GH builds since those are all dev. Official builds will be done via internal ado pipeline with the necessary auth keys to perform esrp signing
