Copilot AI commented Dec 10, 2025

Users frequently report setup wizard skipping the dataflow step and blank Power BI dashboards after installation. Both are expected behaviors misinterpreted as bugs due to lack of documentation.

Changes

Created /docs/coe-knowledge/ with 8 documents (2,568 lines) providing standardized troubleshooting guidance:

Core Documentation

  • COE-Kit-Common GitHub Responses.md - Master playbook with copy-paste responses for:

    • Setup wizard dataflow skip (expected when using Cloud flows)
    • Power BI blank dashboard (4-8 hour inventory wait time)
    • BYODL deprecation status
    • Licensing requirements and pagination limits
    • DLP policy guidance
  • Setup-Wizard-Troubleshooting.md - Explains why dataflow step only appears when "Data Export" inventory method is selected. "Cloud flows" (recommended) automatically skips this step.

  • PowerBI-Dashboard-Troubleshooting.md - Diagnostic flowchart for blank dashboards:

    1. Inventory incomplete (most common - wait 4-8 hours)
    2. Wrong environment URL
    3. Insufficient permissions
    4. Requires Power BI Desktop, not Power Apps dashboard
  • Sample-Issue-Responses.md - Templates addressing both reported issues:

The "Configure dataflows" step being skipped is expected behavior.
This step only appears when Data Export inventory method is selected.
Cloud flows (recommended) skips this step by design.

Navigation & Reference

  • INDEX.md - Search by issue type, question, or topic
  • Quick-Reference-Guide.md - Top 5 issues with fast answers
  • IMPLEMENTATION-SUMMARY.md - Coverage map and maintenance guidelines
  • README.md - Directory overview

Key Findings

Dataflow Skip: Expected when using Cloud flows inventory method (95% of deployments). Only appears with Data Export selection.

Blank Dashboard: Users expect immediate data, but initial inventory requires 4-8 hours. Most issues resolve by waiting and verifying flow run history.

BYODL Status: No longer recommended. Microsoft moving to Fabric integration.

<issue_description>### Does this bug already exist in our backlog?

  • I have checked and confirm this is a new bug.

Describe the issue

I'm having several issues setting up the CoE after importing the core components and running the setup wizard.

  1. Even though I can get past Run Inventory Flows in the setup and am get the "All inventory flows have been turned on. Proceed to the next step." green check, it skips past Configure dataflows ( Data export ) and moves on to Share Apps like in the attached.

  1. At the Publish Power BI Dashboard I am not sure if I'm required to do something more here or just or just click "Next" to move to Finish and the BI dashboard should be available or if it can only be accessed using Power BI from the desktop using the CoE URL. When doing that and presumably completing the installation, when I access what I believe should be the dashboard it is just blank and does not provide any data like in the attached.

I've tried to search online and in GitHub here about these issues but can't locate anything that readily speaks to these issues and hoping you can provide some guidance.
