Add devcontainer build testing to CI pipeline
- Add test-devcontainers job with matrix strategy for 3 devcontainer
configs
- Test notebooks, sample_cpu_project, and sample_pytorch_gpu_project
- Run smoke tests (python, pytest, ruff version checks) in built
containers
- Use devcontainers/ci@v0.3 action for full devcontainer integration
