The table entry size was forced to 128, it should be using HS_MAX_MSG_ACT_SIZE. This appears to be a debug change from #8 that should not have been committed.

The output of CFE_TBL_GetAddress was undefined because the test case was not registering a valid address. This fixes test cases that invoke CFE_TBL_GetAddress to return a valid pointer.
