Django CMS to minimum 3.3 Because of Djang CMS the actual Django to 1.8
This commit updates manage.py and creates a default test_project using the django-admin utility. The next commit will set the specific settings required for this app.
We replace tests with test_project. The rename prevents conflict with the tests module in the app.
This commit adds minimal support for unit testing, including django-cms, sites, and internalization.
