Migrate to protols sdk + dependency updates

Forks:

• Update cortex to v1.19.0-opni.1
• Update opensearch-k8s-operator to github.com/open-panoptes/opensearch-k8s-operator. This fork is needed to bump k8s api dependencies, since there was a breaking change to k8s.io/api at some point around 0.29

Dependency updates:

• bump k8s apis to at least 0.31
• bump controller-runtime
• bump prometheus to v0.55.1
• bump alertmanager (+vendored main.go)
• bump opentelemetry

Misc:

• removed custom protovalidate code - these forks are too difficult to maintain.
• migrated from ragu to protols sdk
• updates kralicky/protols, kralicky/codegen, kralicky/totem
• update all generated code
• removed go.work temporarily, since the dagger and pulumi dependencies are too outdated and need to be fixed separately
