Enables the STS (Security Token Service) alongside S3 in LocalStack to support Orbital's communication with S3 services. When S3 is enabled in LocalStack, STS is required for proper authentication and token management.

When S3 services is enabled in localstack it also needs STS so that Orbital can communicate with the service
