This PR is heavily work in progress
The PR implements the OTel Collector Receiver interfaces, allowing Prometheus exporters to be embedded as a Collector component with OCB (OTel Collector Builder).
Implementation was done based on https://opentelemetry.io/docs/collector/building/receiver/
