feat: added simple character counter play

Description

I have added a new play called "Simple Character Counter".
This is a simple tool built using React Hooks (useState) that counts the number of characters and words typed by the user in real-time.

Type of change

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• This change requires a documentation update

How Has This Been Tested?

I have tested this play locally on my machine.

1. Ran the project using npm start.
2. Navigated to the play URL.
3. Verified that the character and word count updates instantly as I type in the input area.

• I have commented my code, particularly in hard-to-understand areas
• I have made corresponding changes to the documentation
• My changes generate no new warnings
• I have added tests that prove my fix is effective or that my feature works
• New and existing unit tests pass locally with my changes
