…tructions - Add 7 agent skill files to .github/agents/ (session-workflow, github-workflow, diagram-generation, ci-cd-pipeline, local-dev, ef-core, bc-gov-devops) - Preserve existing HNW-specific agents (bc-gov-standards, network-policy, openshift-health, spec-kitty with HNW feature status table) - Add Branch & PR Workflow section to copilot-instructions.md - Agents propagated from rl-project-template
- Previously only triggered on src/** and *.sln changes - Adding .github/** ensures PRs that only touch agents, copilot-instructions, dependabot config, or workflow files still trigger required CI checks - Prevents PRs from being blocked by required-but-never-run status checks
