- Remove 21 individually tracked shared agent/skill files
- Add git submodule at .github/agents pointing to rloisell/rl-agents-n-skills
- Migrate 3 project-specific agents to .claude/agents/ with Claude Code frontmatter
- Add CLAUDE.md project instructions for Claude Code
- Add .claude/settings.json plugin reference
- Update copilot-instructions.md to document submodule and project-specific agents
