Reference framework for AI regulatory sandboxes under the EU AI Act.
This repository defines how AI regulatory sandboxes function as controlled compliance environments — including eligibility, artifacts, evaluation logic, and evidence portability.
This is a non-commercial reference specification.
AI regulatory sandboxes as defined in the EU AI Act:
- controlled testing environments
- regulatory guidance prior to market deployment
- structured risk evaluation for high-risk AI systems
This project focuses on infrastructure mechanics, not policy debate.
An AI regulatory sandbox is:
- a supervised experimentation environment
- with predefined scope, duration, and regulatory oversight
- producing verifiable compliance and risk artifacts
A sandbox may operate in physical, digital, or hybrid form.
A sandbox is not:
- an accelerator or incubator
- a certification body
- a commercial testing or consulting service
To enable trustworthy AI by allowing developers — with priority for SMEs and startups — to test compliance with legal requirements under regulatory supervision, without immediate exposure to administrative sanctions.
- Sandbox application & eligibility assessment
- Test plan & defined use cases
- Risk register (pre / during / post)
- Evaluation & incident logs
- Final sandbox outcome (exit) report
- Portable evidence package for audit, procurement, or insurance
Sandbox participation results in a portable evidence package that can be reused across:
- regulatory filings
- audits & conformity assessments
- procurement processes
- risk & liability evaluation
Primary focus:
- European Union (EU AI Act)
Implementation note:
- EU Member States are required to establish at least one national AI regulatory sandbox by 2 August 2026.
Secondary mapping:
- OECD sandbox patterns
- UK supervised testing frameworks
- Not legal advice
- Not a regulatory authority
- Not a sandbox operator or service
- Static reference documentation
- No execution layer
- No data collection
- No user interaction
