ack_with_pull still seems a little funky before it has been added to the list. There's also still some edge cases if the server responds with multiple parameters, of which only some are in the list (and or atomic write)

Introduce a class which allows creating new local/remote parameters without adding them to the global list.
These parameters can still be gotten and set, thanks to PyCSH's new
param_pull_single()function.Currently this PR strips out most of the multiple inheritance classes, but this is still a point of contention.
