timestamp has changed compared to previous queue timestamp
I param (de)serialize timestamp_flag represents changes in sec and extendedtimestamp_flag is changes in nsec, and can be set independently of each other.

Include sub-second information in serializer and add new functions to pull parameters with timestamp for setting initial param queue timestamp
