This may not be mergable for a long time, as it removes backwards compatibility with legacy capabilities - after this merges our UCAN servers may throw errors for delegations including these capabilities. Putting up mostly as a resource/stake in the ground for a future effort to fully remove store protocol-related code from the codebase!
