Summary

migrate packaging to a Hatch-based pyproject and update the minimum Python requirement
refresh LayerImage to validate inputs, expose a top-level import, and streamline JSON-driven workflows
tighten utility modules with type hints, bug fixes, and add a small pytest suite

Testing

pytest (fails: required third-party dependencies cannot be downloaded in the execution environment)
