This pull request introduces Mago with the same rules as the framework. In addition to that:

  • I added the same PR title linting and stale issue closing GitHub Actions.
  • Issue templates are enabled thanks to the addition of .github
  • I disabled phpstan due to it being outdated (still on 1.0) and incompatible with PHP 8.4

I'm waiting on a few Mago fixes before we can merge this one.
