DataDog API now defaults to ['*'] for the tags field instead of omitting it.

ignore include_tags option and make sure to always use yaml block style
add defaults instead of removing them so diff works like it should
add restricted_roles as a field to ignore for rules creation and diffing

Rather than exiting immediately on DataDog API errors, capture errors and report them. The script will still exit with an exception if there were any errors.
This is useful for reporting all the errors in your monitors, rather than just reporting the first error found.
This also allows all the working monitors to sync successfully even when there are some erroneous monitors.
