TigerTown— Campus Safety Infrastructure Analysis System

"Don't tell students how to avoid dangerous places. Tell the university how to eliminate them."

TigerTown is a multi-agent AI system that analyzes crime patterns on the University of Missouri campus and generates prioritized, evidence-backed infrastructure recommendations using Crime Prevention Through Environmental Design (CPTED) principles. Rather than routing students around danger, it diagnoses the environmental root causes of crime hotspots and recommends permanent fixes — backed by satellite data, road network analysis, and peer-reviewed research.

1. The Problem & Our Approach

The Status Quo

Every campus safety app on the market does the same thing: it tells students which routes to avoid. The problem is this treats dangerous places as permanent fixtures of campus life. Students learn to work around the danger. The danger never goes away.

This is reactive safety. It places the burden entirely on students to modify their behavior, and it does nothing to make campus safer for the next person.

Our Insight

Crime doesn't happen randomly. It clusters in specific places at specific times for specific environmental reasons — a blind corner, a burned-out light, a call box that's 800 feet away instead of 300. These are infrastructure failures, and infrastructure failures can be fixed.

TigerTown is a B2B tool for campus administrators . Its users are facilities directors, MUPD leadership, and university safety committees — people with the authority and budget to implement permanent improvements. It answers a single question that no existing tool answers:

"Where exactly should we spend the facilities budget to get the greatest reduction in campus crime?"

What We Built

A three-agent AI system that:

  1. Ingests crime data from multiple sources and automatically identifies hotspot clusters
  2. Diagnoses the environmental root causes of each hotspot using satellite lighting data and road network analysis
  3. Generates specific, costed, citation-backed infrastructure recommendations with projected ROI
  4. Exports a complete report that an administrator can attach to a budget proposal

2. Why CPTED?

Crime Prevention Through Environmental Design is a planning framework developed in the 1970s (Newman, 1972; Jeffery, 1971) and now used by city planners, police departments, and universities worldwide. Its core insight is that the physical environment shapes criminal opportunity.

CPTED operates on five principles:

Why CPTED Works (The Evidence)

Unlike adding more police patrols (temporary, expensive, contested), environmental design changes are permanent, passive, and cost-effective once installed.

Dependency Chain

  • Agent 1 (Safety Copilot) operates independently — it is the knowledge base
  • Agent 2 (Route Safety) depends on Agent 1 for policy context on any route
  • Agent 3 (CPTED) depends on Agent 1 for MU-specific policy grounding, and also draws from VIIRS and TIGER directly
  • Campus Scanner orchestrates Agent 3 across all campus locations and generates the full report

4. Data Sources

Why These Sources? (Data Philosophy)

We deliberately chose data sources that are:

  • Publicly available — reproducible and verifiable by judges and administrators
  • Multi-source — no single dataset tells the complete story
  • Spatiotemporally rich — we need both where and when crimes happen
  • Infrastructure-grounded — satellite and GIS data connects crime patterns to physical environment

4.1 MU Campus Crime Log

The Clery Act (1990) requires all US universities to publish a daily crime log covering incidents on or near campus. This is our primary crime dataset — it's MU-specific, location-tagged, and categorized by offense type.

Why it matters: This data tells us what crimes happened where. Combined with temporal fields, it drives the RiskScorer that underpins all three agents.

Limitations: Clery data only includes reported crimes. Underreporting is a known issue, especially for assault and harassment. This is why we supplement with 911 dispatch data.


4.2 Columbia PD 911 Dispatch Data

911 dispatch data captures all calls for service , not just incidents that result in formal reports. This is critically important: many incidents — especially suspicious activity, disturbances, and harassment — are called in but never formally reported to MUPD.

Why it matters: Dispatch patterns reveal when and where people feel unsafe , which is a leading indicator of actual crime even when no formal offense occurs. A location with 5 formal crimes but 40 dispatch calls is still a hotspot that deserves attention.

Technical note: The DataIntegrator auto-detects column naming conventions from the Como.gov CSV export format, normalizes call types to our standard categories, and filters geographically to the MU campus bounding box.


4.3 VIIRS Nighttime Lights (Satellite)

VIIRS (Visible Infrared Imaging Radiometer Suite) is a sensor aboard NOAA/NASA joint polar-orbiting satellites that measures nighttime light emissions from the earth's surface. The V2.2 annual composite is a cloud-free average of nightly observations throughout the year, measured in nW/cm²/sr (nanowatts per square centimeter per steradian).

Why this instead of just light pole locations?

Light poles tell you where lights are supposed to exist. VIIRS tells you how much light actually reaches the ground. A pole can be present but aimed poorly, shaded by tree canopy, or simply insufficient for the space. Satellite-measured luminance is ground truth.

Our thresholds (from IESNA RP-33 and campus lighting standards):

  • < 0.5 nW/cm²/sr — Critical gap (very dark)
  • 0.5–2.0 — Dim (below safe pedestrian standard)
  • 2.0–5.0 — Adequate (meets minimum)
  • > 5.0 — Well-lit (above standard)

Why V2.2 average_masked? The masked variant zeros out background (non-lit) areas, which prevents spurious readings from moonlight or atmospheric scatter. The vcmslcfg config includes stray-light correction, which improves quality at mid-latitudes like Missouri (38°N).

Fallback: If no VIIRS .tif is present, the system falls back to campus-estimated luminance values derived from known MU infrastructure. The system works in both modes — satellite-backed readings are labeled (satellite-measured) in reports.


4.4 TIGER/Line Road Network

TIGER/Line roads contain every road segment in Boone County with MTFCC (MAF/TIGER Feature Class Code) classification — primary roads, secondary roads, local roads, pedestrian walkways, alleys, parking lot roads, bike paths, and more.

Why this matters for CPTED: Road type directly determines natural surveillance. A location adjacent to a primary road (S1100) has high passive surveillance — thousands of people pass daily, creating witnesses and deterrents. A location surrounded only by alleys (S1730) and parking lot roads (S1780) has extremely low natural surveillance.

How we use it:

  1. Filter all road segments within 300 feet of each hotspot
  2. Map MTFCC codes to surveillance scores (1–10)
  3. Detect concealment-creating features (alleys, service drives)
  4. Include sightline issues in the CPTED report prompt
  5. Feed road data into ROI intervention selection

Why 2025? Campus road infrastructure changes slowly, but 2025 is the most current available vintage. Using the most recent data avoids missing any new pathways or road modifications.

These documents ground all three agents in MU-specific policy. When Agent 3 generates a recommendation, it can cite specific MU lighting standards, reporting procedures, and safety commitments from the university's own published reports — not generic advice.

Why RAG over fine-tuning? RAG (Retrieval-Augmented Generation) lets us update the knowledge base by simply adding documents and rebuilding the index. If MU publishes a new security report, it's integrated in minutes. Fine-tuning would require retraining the model.


5. Agent 1 — Safety Copilot

Type: RAG Agent (Retrieval-Augmented Generation)

Operates: Independently

What It Does

Agent 1 is the knowledge base of the entire system. It answers safety-related questions about MU campus by retrieving relevant passages from the policy document corpus and generating grounded, citation-backed responses.

How It Works

  1. User query (or another agent's request) is encoded as a vector embedding
  2. FAISS index performs similarity search across all chunked policy documents
  3. Top-k most relevant chunks are retrieved
  4. Chunks + query are passed to the LLM with a prompt instructing it to ground its response in retrieved context
  5. Response includes specific policy references and MU contacts

When It's Called

  • Directly: when a student asks a safety question ("What should I do if I feel unsafe near the parking garage?")
  • By Agent 2: to add policy context to route safety briefings
  • By Agent 3: to ground CPTED recommendations in MU-specific policy ("MU's own security report specifies 2 foot-candles minimum for pathways...")

Why This Matters

Without Agent 1, recommendations are generic CPTED advice. With Agent 1, they reference MU's own published standards, creating accountability: "Your 2025 Annual Security Report commits to X. This location falls short of X. Here's the fix."


6. Agent 2 — Route Safety Agent

What It Does

Agent 2 handles route-based safety queries. Given an origin and destination on campus, it calculates a walking route using OSRM (Open Source Routing Machine), scores each step of the route based on crime data, and generates a step-level safety briefing.

How It Works

  1. Calls OSRM API to get walking route as a sequence of waypoints
  2. For each waypoint, calls RiskScorer to get a crime-based risk score
  3. Identifies the highest-risk steps
  4. Consults Agent 1 for any policy-relevant context for the route
  5. Returns a scored route with per-step narration and an overall safety rating

Features

  • Pre-trip briefing: Summary of the route's risk profile before departure
  • Step-level scoring: Each turn-by-turn step is annotated with a risk level
  • Call box proximity: Highlights the nearest emergency call box for each segment
  • Time-aware scoring: Risk scores adjust based on hour of day passed at query time

Why It's Kept

Agent 2 serves the student-facing use case — someone who needs to get from A to B right now. It complements Agent 3 (which serves administrators planning months ahead). Together they demonstrate that the same underlying data powers both reactive (navigation) and proactive (infrastructure) safety tools.


7. Agent 3 — CPTED Analysis Agent

This is the core innovation of TigerTown. Agent 3 takes a crime hotspot and produces a complete environmental diagnosis with costed, citation-backed infrastructure recommendations.

What Makes This Different From Generic CPTED

Every report includes:

  1. Actual satellite luminance reading — not an estimate, a measurement
  2. Road network surveillance score — derived from 2025 Census geometry
  3. MU policy grounding — from Agent 1's RAG over MU's own documents
  4. Specific coordinates for each recommended intervention
  5. Academic citations with confidence intervals for expected impact
  6. ROI calculation in dollars, with payback period

8. Supporting Modules

src/viirs_loader.py

Handles all VIIRS satellite data operations. Auto-detects .tif files in data/viirs/, samples luminance at any lat/lon using rasterio (or GDAL as fallback). Falls back to campus-specific luminance estimates when no satellite data is present so the system works at demo time without requiring the ~500MB download.

src/tiger_loader.py

Loads the Boone County TIGER/Line shapefile and provides sightline analysis for any campus coordinate. Maps MTFCC road classification codes to surveillance scores. Detects concealment-creating features (alleys, service drives, parking lot roads) within 300ft of any location. Falls back to location-based estimates without geopandas.

src/roi_calculator.py

Contains the full research citation database and cost estimation engine. The ROICalculator class accepts a list of interventions and calculates per-intervention and total ROI, annual savings, payback period, and 5-year net value. The from_deficiencies() method automatically selects appropriate interventions from the CPTED agent's deficiency list. Every intervention type has associated peer-reviewed citations with reduction percentage ranges.

Generates export-ready output in multiple formats:

  • JSON — full structured data for API consumption or archival
  • Interventions CSV — itemized list of all recommended interventions with costs, citations, and projected savings; formatted for budget proposals
  • Risk scores CSV — all campus locations with risk scores for GIS import
  • Executive summary TXT — plain-text document formatted for email attachment or PDF conversion

src/campus_scanner.py

The top-level orchestrator for the CPTED pipeline. Loads campus locations (from CSV or hardcoded grid), scores every location via RiskScorer, identifies top hotspots, runs CPTEDAgent on each, builds temporal heatmap, computes peer benchmarks, aggregates ROI, and optionally exports the full report bundle.

src/data_integrator.py

Loads and integrates crime data from all three sources (MU crime log, Como PD, 911 dispatch) into a single unified dataset. Auto-detects column naming conventions for each source. Filters dispatch calls to campus geographic bounds. Deduplicates on location + date + offense. Saves integrated output to crime_data_integrated.csv.

src/risk_scorer.py

Given a lat/lon and hour, computes a 0–10 risk score based on historical incident density, crime severity weighting, and temporal patterns. Used by both Agent 2 (per route step) and the Campus Scanner (per grid location).

src/orchestrator.py

Routes incoming queries to the appropriate agent(s) based on query type:

  • 'safety' → Agent 1 only
  • 'route' → Agent 2 → Agent 1
  • 'cpted' → Agent 3 → Agent 1
  • 'campus_scan' → Campus Scanner → Agent 3 → Agent 1

src/archia_client.py

Wrapper for the Archia LLM and embeddings API used across all agents.

src/vector_index.py

Builds and manages the FAISS vector index over the data/docs/ corpus. Run this whenever new documents are added to data/docs/.


9. Key Features

Feature 1 — Automated Hotspot Detection

The system ingests all crime data sources and automatically identifies the highest-risk locations on campus without human input. Locations are scored on a 0–10 scale using incident density, crime severity weighting, and time-of-day adjustment.

Feature 2 — Environmental Factor Analysis

For each hotspot, the system diagnoses why it is dangerous using four independent data sources: crime patterns, VIIRS satellite luminance, TIGER road network surveillance scores, and campus infrastructure proximity. The AI generates a human-readable environmental diagnosis that specifically names the physical conditions enabling crime.

Feature 3 — Prioritized Infrastructure Recommendations

Each hotspot receives a numbered list of specific interventions ranked by impact. Every recommendation includes what to install/change, where specifically, cost tier (Low/Medium/High), and predicted incident reduction percentage with confidence interval.

Feature 4 — Academic Citation Backing

Every intervention type is linked to peer-reviewed research. Reports include author, year, journal, and specific finding for each cited study. The system draws from 8 primary research sources across lighting, vegetation, call boxes, and surveillance literature.

Feature 5 — ROI Calculator

The system calculates full return on investment for every intervention and aggregates across all hotspots for a campus-wide total. Output includes:

  • Total infrastructure cost
  • Annual incidents prevented
  • Annual savings (using national campus incident cost benchmarks)
  • ROI percentage and multiplier
  • Payback period in days/months
  • 5-year net savings
  • Comparison vs. traditional security consulting ($150k average)

Feature 6 — Export-Ready Reports

One command generates a complete report bundle: structured JSON for technical use, itemized interventions CSV for budget proposals, risk scores CSV for GIS import, and a plain-text executive summary formatted for administrative distribution.

Feature 7 — Temporal Pattern Analysis

The system builds a time-of-day × day-of-week incident heatmap from the crime data. Reports include peak incident hours, highest-risk days, and the percentage of incidents occurring at night. This informs intervention selection — locations with high night ratios get motion-activated lighting prioritized over standard poles.

Feature 8 — Comparative Benchmarking

Campus risk is benchmarked against Clery Act and FBI UCR peer institution data. The report shows MU's current incidents-per-10,000-students rate versus the national average, peer average, and top-quartile institutions — and projects where MU would rank after implementing the recommended interventions.

12. Setup & Installation

Prerequisites

  • Python 3.9+
  • Archia API access (LLM + embeddings)
  • OSRM server or public API (for Agent 2 routing)

Install Dependencies

Download External Data

VIIRS Nighttime Lights:

  1. Visit https://eogdata.mines.edu/products/vnl/
  2. Go to Annual VNL V2.2 → Download V2.2
  3. Download the global file: VNL_v22_npp_2023_global_vcmslcfg_c202402081200.average_masked.tif.gz
  4. Unzip: gunzip *.gz
  5. Place .tif in data/viirs/

TIGER/Line Roads (already downloaded):

  • Place all tl_2025_29019_roads.* files in data/tiger/

Build the Vector Index

Run this once after setup, and again whenever you add documents to data/docs/:

14. Demo Walkthrough

This is the recommended sequence for a hackathon demo. Total runtime: ~3 minutes.

Step 1 — Run the scan

python src/campus_scanner.py --top 5 --hour 22 --export

The system scans 22 campus locations, scores them all in seconds, and surfaces the top 5 hotspots automatically. Judges see a ranked list with risk levels and incident counts — no human selection required.

Step 2 — Show the environmental diagnosis

Point to the first hotspot's CPTED report. Highlight:

  • The VIIRS luminance reading: "Satellite data shows 0.84 nW/cm²/sr — 58% below the safe pedestrian threshold"
  • The sightline score: "Road network surveillance score: 3/10 — surrounded by parking lot roads and a service drive"
  • The AI's root cause explanation grounded in MU's own published standards

Step 3 — Show the recommendations with citations

Each recommendation references an actual study. "Installing 2 LED poles here is backed by Welsh & Farrington (2008) — 20–39% reduction — and a 2019 NIJ campus study showing 45–65% reduction at comparable installations."

Step 4 — Show the ROI

"$17,000 investment. $144,500 annual savings. Payback in 74 days. That's a 390% ROI. A traditional security consultant would charge $150,000 just for the analysis."

Step 5 — Show the export

Open the generated CSV. "This is the exact format a facilities director needs to attach to a budget proposal. They can take this to their VP on Monday morning."

  • Student survey integration — weight hotspot priority by survey-reported perceived danger
  • MUPD integration — pull live incident reports via API rather than CSV uploads

Medium term

  • Before/after analysis — track whether implemented interventions actually reduced incidents at treated locations
  • Vegetation detection — use NDVI (vegetation index) from satellite imagery to flag specific concealment-creating vegetation clusters
  • GIS dashboard — interactive map overlay of risk scores, VIIRS luminance, and intervention coordinates

Long term

  • Multi-campus deployment — generalize beyond MU to any campus with Clery Act data
  • Predictive modeling — forecast where new hotspots will emerge based on construction, event schedules, and seasonal patterns
  • Integration with facilities management systems — direct ticket creation in FAMIS or equivalent when a Critical hotspot is identified
