For context for those reviewing, it was identified that due to the design of the SIDs and STARs at YPPH, track shortening of departures to the SID terminus could place them in lateral conflict with inbound aircraft, which might not be immediately obvious to the ENR controller. |

Summary
Updates the coordination requirements between PH TCU and HYD. Aircraft must now be tracking via the SID procedure to meet the conditions for voiceless coordination.
