feat: Add preflight checks integration with skip_preflight_checks input

• Add skip_preflight_checks input to action.yml (defaults to false)
• Update TypeScript types to include skip_preflight_checks field
• Pass skip_preflight_checks in deployment event payload
• Enhanced error handling for 409/423/428 responses with detailed messages
• Specific handlers for FLOW_VIOLATION, INSUFFICIENT_SOAK_TIME, QUALITY_APPROVAL_REQUIRED, APPROVAL_REQUIRED
• Generic fallback handler for future error codes (shows full details JSON)
• Always include full details JSON for all 428 errors for debugging
• Update README with comprehensive preflight checks section and examples
• Add tests for skip_preflight_checks parsing (28 tests passing)
• Ready for v1.1.0 release
