The readme says that the report can be cited, but it says to cite the 2016 report. This change removes the need to update this on a yearly basis and provides guidance on where the year should go when citing it.

+1. The link in the "About" section on the repo page goes to: http://vz-risk.github.io/dbir/ which seems to be from 2016.
