This PR adds idempotent target migration artifacts generated from /home/robot/tmp.targets.sql and stored as encrypted .sql.enc files in misc/sql.\n\nNotes:\n- One encrypted file per target row\n- Naming uses source target id + agency slug\n- Existing hoekstra encrypted file was refreshed during generation\n- Plaintext .sql files remain local/ignored and are not committed
