Update submodule references and compatibility matrix

Updates the following:

• Updates the jpo-ode version as requested by Leidos to conform better with release expectations
• Update submodule references to jpo-utils and jpo-asn-pojos to the new release usdot master commits
• Update asn-pojos version in the jpo-ode POM with the updated submodule
• Update compatibility matrix along with some formatting to make it easier to edit. This doesn't change the rendered format.
• Updates to the jpo-ode output POJO schemas to address the URL references to now point to usdot master.
