This PR turned out larger than I would have liked. As I started working, I realized there was still setup stuff that I hadn't thought of yet, that is important to my development process. For the most part, if something wasn't needed for the changes in this PR, I created an issue.
I would recommend looking at the commits one at a time since there are so many changes in this. I took care to give each commit a well-defined scope and descriptive message.
The only end-user facing changes here are:
